A County Improvement District Bond differs from a Private Bond and loans in that it is NOT a debt incurred by the HOA. Rather, each homeowner repays his/her amount through their property taxes. It MAY be that some portion of the household assessment will be tax deductible.
In short, the bond is assessed to each individual property owner – the HOA is debt free in this scenario. The County assumes all maintenance costs and basically operates the water and/or wastewater system in the same way that SoCalGas and SoCalEd now repair and maintain our gas and electric. Homeowners will not be responsible for covering any delinquency by another homeowner. This type of bond is only one of the many options being researched and explored. By law no option can be chosen or implemented without an authorizing vote by the homeowners.
In order to become a candidate for an LA County Improvement District project, we must return the attached petition with signatures from 70% of the homeowners here at Top ‘O Topanga.
To help, simply fill out this form and send it to Judy Brow (don’t worry about the assessor numbers, they will be filled in). Doing so would place Top O’ Topanga on the County’s waiting list for projects under this program. Once we get to the top of the list, the County would complete a preliminary design, a project cost estimate and an individual assessment estimate for the replacement of our Water and/or Waste Water (Sewer) systems. At this time, there are no costs or legal agreements required of any homeowners and our request may be withdrawn by us at any time if we choose to pursue another option.
